Every month, the district used to post four money reports in its public board packets. They showed spending, investments, bond projects and tax collections. Anyone could read them.

What we found

The last set we found was in the packet for Dec. 11, 2025.1 It covered October 2025.

After that, we looked through every public board packet through October 2026. We did not find those monthly reports.2

Some money updates did appear. Short budget letters came to the board in January, February, April, May and June 2026.5 A yearly investment report came in August.3

What the district says

In August 2026, the district’s yearly investment report said this. The review “is in addition to the mandated quarterly reporting (which LISD provides to the Board monthly).”3

We cannot rule that out. Reports sent another way, such as by memo, would not show up in the packets. We have not seen any.

What staff have said out loud. In Feb. 2023, the finance chief told the board: “There’s monthly finance reports in every board meeting.”6 In Oct. 2026, a benefits staff member said “we get monthly reports from our finance department.”7 We could not find those reports in the public packets.

It’s not only finance reports. The monthly bond status report also stopped appearing after Dec. 11, 2025. Yet the district website says the board gets monthly updates.8 The Oct. 29, 2026 agenda still had no monthly finance, investment, bond or tax report.9 We also found no change-order log in any board packet from 2023 to Oct. 2026, though board policy asks for a monthly one.10

The other side: reports can be handed to the board outside the posted packet. Missing from the packet is not proof the board never got them.

What the rules say

State law asks for an investment report to the board at least every three months.4 No state rule asks for a monthly spending report. The monthly reports were the district’s own habit.11
